STM32CUBEIDE cannot connect to ST-LINK DEVICE

When launching a debuggee in STM32CUDE IDE I'm getting an error saying:Error in initializing ST-LINK device.Reason: No device found on target. STM32CUBEIDE is 1.9.0. ST-LINK is ona STM32F407G-DISC1 with a target connected through SWD.
