Can a BLE peripheral initiate connection to BLE central?

I am using a BlueTile (BCN002V1) evaluation kit. I'd like to make BLE peripheral initiate connection to a BLE central(cellphone) after waking up by accelerometer(LSM6D). Is this possible? If possible, how can I achieve this?Thank you.
