STEVE-POE001V1 is not giving constant voltage at the output. The output voltage is switching between 0 and 48V & the square wave at output.

I bought STEVAL-DPSTPFC1 3.6kW PFC board, when i attached scope to test point 30 (PA5) to see IAC_SENSE, I just see half of the IAC according to attached picture? Why ? Do I need to turn the PFC on first and then turn the load on, what is the sequence?
