Is that board you face issues with, brand new?
Otherwise, you said: "No It is not modified by anyone." but did someone use it apart of you? so you can't be sure if it was modified or not.
Could you please share two clear photos of your board top and bottom?

how can I ensure that the BOOT_CM7_ADD1 configuration is set to point to the system memory.? Can you please help me with it.

Visually, I don't see issue on the board according to the images you shared.
For Solution 1, please check again by following this article:
BOOT_CM7_ADD1 is not accessible as it's located in option bytes and you couldn't connect to the board with STM32CubeProgrammer to check.
