STM32F103 chips from different origins cannot program

We purchased the STM32F103 MCU chip in the China, and it can be seen from the silk screen that there are two origins, one is Malaysia and the other is Taiwan. For the same HEX program, MCUs made in Malaysia can be programmed and erased normally through Jlink or STLink, but MCUs made in Taiwan cannot be programmed through Jlink or STLink. Ask the supplier, the supplier feedback that this is an ever-present problem of the STM32 chip, and there are differences in the programming procedures of different chips in different places of origin, but they cannot provide any relevant explanatory materials? Please help me to confirm whether this chip is a real chip or fake STM32 chip?

It's probably fake. Today, STM32F103 is probably the most common false marking used by many STM32F103-compatible chip sellers. ST put some traps in its software to discourage the use of ST tools for programming non-ST chips. The UART bootloader, however, should still be usable.

How you program the chip ?

get connection with programming tool?

what does it show? -> chip ID number ?

The ST-Link utility can query the chip. Check what it says.

or try STM32cubeprogrammer.

no ! problems come only with "fake" chips, or copy from other manufact. ; i have xxF103 here, made by GigaDevice (China) , have made a new chip, like a copy, but no fake, GD32F103. and new GD32VF103, almost same, but RiscV core !

A chip is defined by its product commercial code and datasheet and reference manual, not origin of manufacture. When a product is very successfull, it attracts counterfeits and issues, even in China Domestic (check out baby powder milk stories, years back with cloned fame sports cars with small engines). All this is similar to counterfeit bills. Quick check is sometime done with xray which tells dice size non destructively...
