Why isn't it possible to create a CubeMX project on L552 using Makefile "Toolchain / IDE" ?

In fact, the Makefile toolchain still not supported for multicortex products (including STM32L5), and there's no plan to support it for the moment, sorry for that.

I propose you to use the available Toolchain instead, such as STM32CubeIDE ��
