I recently purchased a NUCLEO L476RG and originally was able to upload code but now it no longer seems to work.

Not quite sure what the issue is here, running the project under release and build all results in zero warnings or errors yet the led does not change the blinking speed regardless of what I set the delay to.

HAL_Delay() takes milliseconds.
5000 seconds, 1.4 hours?
Delay for 500 ms

Tried that along with setting the delay to 5000 milliseconds, doesn't seem to do anything, no errors or warnings, the led was blinking previously but now the speed isn't changing, its still only blinking every other second.

I recommend you to follow properly the steps as described in this wiki page: Step2 Blink LED.
This wiki shows how to use the STM32CubeMX tool to initialize the peripherals, build and generate your starting projects with the initialization C code using HAL libraries. Also, shows how to program and to use HAL functions to blink a LED on the NUCLEO-L476RG board.

Looks like your problem is not with the code but rather is related to the MCU Flash programming. Watch the messages displayed in the console panel at the bottom of CubeIDE window while you try to program the new firmware into Flash. If ST-Link cannot connect to the MCU, maybe try to edit debug configuration to reduce SWCLK frequency to approx. 1 MHz and change the Reset setting to Normal/None or Hardware reset.

Where would I find the reset setting for hardware reset? The SWCLK I was able to change to 1MHz but I'm not sure where the other setting is.

Thanks for the tutorial but unfortunately it didn't seem to help with getting the program to actually update the board.
