I want to know about the GPIO max speed environment. And is the GPIO max frequency measurable according to the datasheet?

Among them, in output mode 11, the maximum frequency of 220Mhz was confirmed in the third environment.

What does the 'c' in conditions mean where?

"Frequency" is a bit misleading here - it's all about the achievable rising/falling times of edges. Frequency is given in tables only for quick reference, as many users are more familiar with the concept of signal frequency than with the concept of rise and fall times.

C is the loading capacitance of pin, in most cases parasitic capacitances of all pins connected to this given pin and parasitic capacitances of the tracks.
