I have an H755ZL and so I downloaded CubeIDE and CubeMX to begin familiarizing myself. I am unable to install the cubeMX H7 package so I cannot generate any code for my MCU. In either CubeIDE or CubeMX when I go to "manage embedded software" nothing happens. I also cannot login as nothing happens when I click that either.

I think you were correct about Windows 7 support. I installed CubeIDE v1.10.0 and was able to open the Manage Embedded software screen. I can now select the board and it will generate a project but it doesn't seem to generate a CubeMX GUI. I installed CubeMX 5.6.0 and could generate a GUI and a project which would successfully open in CubeIDE. If I open that project the native MX GUI in CubeIDE renders and everything seems to be functional.

CubeIDE is only supported for Windows 10 and 11. So, using Windows 7 might affect the IDE functionality.
