Does the current consumption of the micro stm32L151 in stand by mode with the RTC enabled vary with the supply voltage?
From my tests I find that by powering the micro with 3.1 V I have a current consumption of about 4 microA while if I power it with 3.3V the current is 400microA

Yes, the current consumption should vary when varying the supply voltage, however, the increase from 3.1 V to 3.3 V shouldn’t result in a jump from 4 µA to 400 µA under normal conditions! 

As you can observe from the datasheet for stop mode:

Under the same temperature conditions, with RTC enabled: 

At VDD=1.8 V, the typical current consumption is 1.33 µA.

At VDD=3 V, the typical current consumption is 1.62 µA.

At VDD=3.6 V, the typical current consumption is 1.87 µA.

So, there might be an issue with your configuration

How do you know that the excess is due to the MCU?

When it's down to a few uA, leakage from other components can be significant.

eg, some capacitors can have voltage-dependent leakage ...
