STM32L1 is not a Microelectronics IC, it is a ST product. Do you mean a MikroE development board for STM32L1?

The L1 is an old part perhaps consider a newer device. The didn't make a NUCLEO-144 for this.

If other simpler​ L15x boards won't suffice, I'd suggest prototyping with a basic 144 QFP breakout board.
