This EEPROM has a maximum current consumption of 1mA at 5.5V. We are therefore talking about a maximum power loss of 1mA*5.5V=5.5mW.
Even if we assume a completely unrealistic value of 100K/W for Rja, this would result in a temperature increase of 0.55K. In this respect, the ambient temperature can be regarded as identical to the junction temperature. Calculating a derating on this basis is therefore meaningless.
