Make sure you configured the GPIO pins, enabled GPIOA, GPIOC
Your code should look something like this :

GPIO_InitStruct.Pull = GPIO_NOPULL;

HAL_GPIO_Init(GPIOA, &GPIO_InitStruct);
GPIO_InitStruct.Pin = GPIO_PIN_3;
