Hello.
After updating STM32CubeIDE to 1.15.0 I faced this problem :(
I can't run or debug any projects. Of course, software for STLink was updated.
Hope, someone has a solution.
My console includes this information:
Encountered Error when opening ..........\com.st.stm32cube.ide.mcu.externaltools.cubeprogrammer.win32_2.1.200.202311302303\tools\bin\STM32_Programmer_CLI.exe

Error message from debugger back end:

Hello @DmitriG ,
According to the attachment it seems that you are using an older Windows version, but CubeIDE is only supported for Windows 10 and 11. This might affect the IDE functionality.
Regards,
Rim.

Hello Rim,
I get the exact same message. When you get an aswer please send it me.
I am running the laterst version of Windows 10, and IDE.
This problem also shows up when trying to do an upload on STM32CubePGR.
