As reported here, this is obviously incorrect.
Also, this has been already reported by Uwe Bonnes for 'F411/RM0383, which has indeed been corrected in the registers description, but the GPIO register map still contains the incorrect value. So, could ST please go through all low-end 'F4 RM and check/correct at both places where applicable?

Thank you for bringing this issue to our attention.
I confirm this issue in RM0368, RM0383, RM0401, RM0402 and RM0430.
The correct reset value of GPIOA_MODER register is 0xA800 0000.
I reported this issue internally.
