Why am I getting this error? I can't assign a program.

Now it started giving this error.

No, I removed the read lock on a working card. and I'm trying to program it.

Imagine nobody knows anything about your board or other hardware. 

Or why you use ST-LINK Utilities instead of current tools like STM32 Cube Programmer

You still haven't told us anything about this thing that you're trying to program, nor what you're using to do the programming - so it's impossible to say what settings might be needed!
