My understanding is that it is unified, basically you have the SWD + Trace, and the Debug/Trace occurs through that rather than a "JTAG" mode

I suspect you're going to have to find a proxy
ST doesn't have an EVAL series board for the STM32F413's
Schematics for the STM32F4 EVAL boards, and MCBSTM32F400 should show ETM Trace connectivity

On the STM32 can you have JTAG and ETM active at the same time ?or would you need to switch? or does only one need to be activated at any one time? Thanks
