On the STM32 can you have JTAG and ETM active at the same time ?or would you need to switch? or does only one need to be activated at any one time? Thanks

JTAG and ETM are used concurrently, it's not one or the other. Unless you configure ETM in your firmware application (very unlikely) then it needs to be set-up using JTAG/SWD.

As @clive1 (NFA Crew) says, you'll be able to emulate most if not all of the STM32F413 features with several of the STM32F4xx eval. boards. To use ETM, it needs the 20 way 0.05" pitch trace/JTAG header. Our low cost QTrace probe supports ETM tracing for the F2/F3/F4/L4/F7 parts.
