The latest version of CubeMX 4.23 is still at LWIP 2.0.0
However on the LWIP site they note in bold:

http://savannah.nongnu.org/projects/lwip/
All users using 2.0.x are
stronglysuggested to upgrade!
I'm particularly interested with STM32F4.

Your point is valid and there is a plan to have LwIP 2.0.3 in the next 4.24 release.
Be sure we will do all our best to achieve this goal, knowing this upgrade will fix many reported bugs and has no API change.

,Your request is shared internally for further analysis. The new LWIP version has first to be embedded in STM32CubeF4 package then it becomes supported automatically by STM32CubeMX.

Release notes for CubeMX 4.24.0 don't mention LWIP upgrade to 2.0.3, but after upgrading CubeMX to 4.24.0 I found the LWIP is now 2.0.3.

Now 5.4 version is still not lwip 2.10
