Welcome to ST Community ! 

There's multiple possible reasons for the message you encountered. STM32CubeProgrammer only accepts a certain format of loaders, and if you're loader isn't aligned with that format, it won't be loaded.

Also, internal flash loaders aren't meant to be developed by customers since they are already bundled in the tool.

May I ask why are you developing your own internal flash loader ? Are you encountering issues with the one built in with STM32CubeProgrammer ?
