So, the board and comms work Ok.
If the loader in IAR isn't working you'll need to look at those settings, as available. Perhaps if there are some dual banking settings (side-by-side, end-to-end) perhaps report those.
If TWO options for the flash, pick the OTHER setting, and see if that works. Or change the banking option bytes.

I'd probably go with the latter, being newer
These are from the CubeH7 packages, usually will be in your repository directories if using CubeMX or CubeIDE, or you can select and download from the CubeH7 page on ST's site, or perhaps the files from their GitHub
