Well you're trying to uphill ski this task and unsurprisingly have zero takers.
Keil has a free license for STM32 CM0 parts and just works out of the box. You want something simple that works out of the box, then use that.
You want to take the most complicated route, you'll need to find your own resources and those willing to spend hours explaining the processes. Try to decompose the task into simple steps and watch whatever tutorials you can dig up on YouTube.
