You can find a patch list of the changes made in the information center. Click the blue "i" icon then go to "Read STM32CubeIDE Documentation" and then you'll find Patch list - Patch list for GNU Tools for STM32.
It's located locally in your installation of STM32CubeIDE as well, by default located at:
C:/ST/STM32CubeIDE_X.X.X/STM32CubeIDE/plugins/com.st.stm32cube.ide.mcu.externaltools.gnu-tools-for-stm32.7-2018-q2-update.win32_1.5.0.202011040924/docs/gnu-tools-for-stm32_patches.pdf
