I have just bought a NUCLEO F207ZG and I try to blink an LED.
When I upload the program, the console output :

After uploading, the code will run automatically.

Probably the code is stopped here if you don't have a cable with an active connection attached.
I'd recommend disabling all peripherals except for the GPIO pin you are toggling.

How do you determine that the program doesn't run?
Have you stepped it in the debugger to see what's happening?

Programs don't just "not run".
The processor always runs - unless you've put it to sleep, or turned the power off.
As @TDK suggested, when code appears to "do nothing", that usually means it is stuck somewhere - maybe trying to initialise some non-existent interface, or in an error handler.

In the IOC file, where you assign pins and enable peripherals, disable the ethernet and usb peripherals, regenerate the code, then build and run.
