This might relate to how you installed Keil, and where the C:\Keil5\ARM\Packs directory exists.

Things like non-English/Western characters in file names and paths. Spaces in paths. Directories on network, or virtual drives? Microsoft OneDrive ? Desktop ?

A typical working install would have

C:\Keil5\ARM\Packs\.Download
