Is this on a development board such as Nucleo or Disco? If yes, it may mean something like "ST has paid all licences for software accompanying this board".

As I understand it the trailing U indicates that it is destined for an Evaluation board, or non commercial usage, as the IP isn't licensed suitably.

I see a high prevalence on NUCLEO boards.

But some of these seem to show up in MOUSER / DIGIKEY, not sure that's to get search hits for equivalent SKU numbers.

There might also be specific or limited market for pricing or political reasons.

I suspect however it relates to reduced or waived licensing fees.
