In my experience all stm32 have built-in bootloaders. Personally I don't use it, preferring to program and debug over JTAG / SWD.
For more information see AN2606 "STM32 microcontroller system memory boot mode" where they state that you have to apply bootloader activation pattern 6 for STM32L4Rxx/4Sxx

If you refer to AN2606 and precisely section 67 STM32L4Rxxx/4Sxxx devices bootloader, you can conclude that the bootloader is activated by applying Pattern 6.
