Learn what is the physical phenomenon of key debouncing first.

it won't help. Either you check the key status every say 10msec and once confirmed 3 times, consider the level valid, or trigger a timer delay on EXTI to few msec (which an RC filter won't achieve) to double check. This is something you can find code example easily anywhere. I use up/down counter, up if same level (up to a threshold) and cleared as soon as the level is different. A method like many others which will do a debounce.

I used the timer, there was no change. I think the microcontroller is broken.
The main problem is that the gpio status is not saved. And as soon as the routine is over, it returns to its previous state. Even setting a delay has no effect when the LED is on
void HAL_GPIO_EXTI_Callback(uint16_t GPIO_Pin)
{
if(GPIO_Pin == BUTTON_Pin && state == true){

}
}

{
/* Prevent unused argument(s) compilation warning */
UNUSED(htim);
/* NOTE : This function should not be modified, when the callback is needed,
the HAL_TIM_PeriodElapsedCallback could be implemented in the user file
*/
if(HAL_GPIO_ReadPin(BUTTON_GPIO_Port, BUTTON_Pin) == GPIO_PIN_RESET){
HAL_GPIO_TogglePin(LED_GPIO_Port, LED_Pin);
state = true;
HAL_TIM_Base_Stop_IT(&htim1);
}
}
