The answer:

"From what I am able to see, the STMicroelectronics part number STLINK-V3MINI or Digi-Key part number 497-19530-ND is not included in the eval package."

I already bought it. Hope they are wrong...

I don't think they ship as separate items. All of ST's details and pricing consistently state there is an ST-LINK and cable in the kit. I have not seen any posts suggesting they were missing.​

Schematic looks like STLink not onboard, so must be standalone STLink, if not in the box I'd push ST to provide it (Doubt Digikey knows what's in box, but Digikey *support* people may check box contents if you ask to clear up an ordering issue).
