I try to connect to target STM32H747I-DISCO but show this message:

08:58:19 : Voltage : 3.27V
08:58:19 : No STM32 target found!
08:58:20 : ST-LINK SN : 004800413137510D39383538

08:58:20 : Voltage : 3.27V
08:58:20 : Error: No STM32 target found!
And the file in FAIL.TXT with:
The interface firmware FAILED to reset/halt the target MCU
how can I solve that?

Sounds like an issue with LDO/SMPS or VOS settings.
Topic covered previously.
Likely will need to jumper BOOT0 HIGH and cycle power several times until you can access flash and erase errant code.

Having bricked my board within having it a few minutes running H743 code I know the issue. I had advised ST (perhaps 18+ months ago) to have a top-size/user jumper on this because it was such a PITA to deal with.
