STM32f4 Regression in STM32CubeMX SysClock frequency HSE_VALUE setup 4.26.1, STM32Cube FW_F4 V1.21.0

In stm32f4xx_hall_rcc_ex.c

is using a HSE_VALUE that does not reflect the settings in STM32CubeMX

it uses the default 25Mhz in stm32f4xx_ll_rcc.h instead of the one in hal_conf

this problem did not occur in a previous stm32cubemx fw release.

the result is off the roof frequencies and potentially unexpected behavior.
