Can't install new toolchains because of STM32CubeIDE ToolChain Manager Network error Issue

I have installed Version 1.11.0 from STM32CubeIDE and have to install an older toolchain for my stm32H7 project. But Toolchain Manager throws the error "Failed to fetch the toolchain list, please check your network settings."
In the thread behind this link Employee Julien D say that this is a known error, but in my case I'm not able to choose a new toolchain.
Is there a workaround for this problem?

Because of bigger troubles occurring when installing additional features we took the decision to disable temporarily our repository. See https://community.st.com/s/question/0D53W00001zeSZcSAM/stm32cubeide-intool-update-issue
The main reason is that it could break your STM32CubeIDE installation, such in a unrecoverable state.
A fix should be deployed soon.

Searching for release notes brings up an 1.11.2 where this issue is adressed.

I will check when 1.11.2 is released

I am still experiencing this issue with v1.14.0 in 2024.
Resorted to using STM32CubeIDE in Linux via WSL.
