The Toolchain Manager takes 5–10 minutes to load the toolchain list, even with only a few installed.
It happens every first time I open it after launching the IDE.
If I close it and reopen it during the same session, it loads instantly.
But if I restart the IDE, the delay returns.
Is this normal behavior?
If so, is there anything that can be done to speed it up?

Actually, this is a normal behavior that toolchain manager takes some time to load toolchain lists.
Fetching time really depends on the amount of repositories defined on the 'Available Software Sites' page.
It's important to note that Eclipse fetches repository files in the background during startup, so I recommend waiting for a moment after the startup.
