The newest version of teh STM32cubeIDE comes with:
GNU Tools for STM32, based on GNU Tools for Arm Embedded Processors 7-2018-q2-update 7.3.1 20180622 (release) [ARM/embedded-7-branch revision 261907]
why not the newest one? Is there any reason to not use a newer version?

There's always a balance between upgrading to the newest version of things or staying with the version you've been using a while and know operates correctly. Presumably they've chosen the latter for this.
It is possible to install your own toolchain and use that instead of the built-in one.
