Your presentation of the problem is exceedingly poor. How can anyone else understand your circumstances?
Describe how it is wired, has it worked previously? Needs SWDIO, SWCLK, VCC, GND at a minimum
Does it work directly from STM32 Cube Programmer? Does that report errors? What errors? Have you run the GDB Server?
Is it an authentic STM32 part on the board?

How did you start the debugger. The message clearly states that the debugger is not running.
