I also checked the package file for STM32F7. Where am I to get this library from and why is it not in any of the repositories?

It's in the STM32CubeMX repository.
Open "Help->Updater settings" to find out where is your repository, go there, then go to
STM32Cube_FW_F7_Vx.xx.x/Middlewares/ST/STemWin/Lib
That particular version could be in an older version of the STM32F7 Cube package.

I checked all 4 repository versions I had on my P/C. I checked the STM32F7 distribution pack (cubemx) and it doesn't exist anywhere. Finally, I downloaded emwin from segger website and found the file. Either I'm looking in the wrong place or it really doesn't exist in the repositories I received from ST.

Not sure if you're being sarcastic or what? I looked in my repository versions 1.14.0 and 1.13.0 as well as 1.11.0 and those files were not there. If you want proof, I'll send them to you! If the "script" said to use 1.12.0, then I must've missed that!
