UM1725 has table of contents starting on page 3.

UM1725 has been revised in Feb2017, it's not what I call "Latest".
For example take 2020 revision of STM32F030 HAL : UM1785.
It's seems those are the 2020 documents with the new branding.
Another example, go on web site home page, choose a new chip : ADC120 new ADC, datasheet has new branding...and TOC at the end

ST doesn't care about the users, they prefer their convenience ("The schematics are no more in the user manuals of new ST boards for the purpose to ease the maintenance of both resources.") and idiotic marketing decisions ("modern feel and look").

Oh man, I had not seen that before. Agreed it's a bad decision. What precedent is there for putting TOC at the end? Bizarre.

IMO this is not that bad, as long as bookmarks are generated properly (which often are not).
