HOW CONNECT TI1 TIMER TO CLOCK TIMER AND TI2 TO UP/DOWN SIGNAL 

I NEED WITH EXTERNAL PIN ONE COUNTER ANOTHER PIN FOR UP/DOWN 

MAKE PULSE DIRECTION FOR SERVOMOTOR CONTROL

In most STM32 families, timers don't support STEP/DIR encoder operation directly. Have a look at the 'G4 family, timers there support this operation.
