There is no "best" as that's matter of personal preferences.

ST offers the STM32Cube IDE, you may want to check out that one, if you are a novice.

You can also look at the commercial offerings such as Keil, IAR, Raisonance, Rowley, maybe I've forgotten some - often they have some form of a test/evaluation version, which you could use at least to find out if it fits your expectations.

I have tried with STM32Cube IDE and I am facing some issues mentioned below.

These are,

*Lauching I2C debug has encountered a problem error with command: gdb-version.

* "The firmware package (STM32Cube FW_F3 V1.10.0) or one of its dependencies required by the project is not available in your STM32CubeMX repository" - I have tried installing the package STM32Cube FW_F3 V1.10.0. but it still shows the same error message.

Kindly provide the solution to continue further.

What other features does your project actually select? Hard to know at this distance.

Sorry not using CubeIDE or CubeMX, prefer Keil and writing my own code.​

If you are a beginner than try the Arduino for STM32 - various versions available including one specifically for the 303.
