Hello, I am working with STM32 Nucleo board (NUCLOE-H743ZI2),I have an issue while writing with external debugger stlinkV2. I have connected to microcontroller and able to read the flash memory but I was unable or erase or write into the memory.

ST-Link Utility is NRND status. Does it work with STM32CubeProgrammer?

As first why you dont do , what is in red on image. Change mode from Hotplug ....
