[STM32] No voltage on VDD_TARGET pin

I have a microcontroller (STMF103RET) mounted to the adapter.
I would like to program it using the ST-Linkv2 programmer from the Nucleo board (STM32F103RB).
According to the instructions, I disconnected the CN2 jumpers and connect SWD pins to adapter. After checking, I saw that there is no voltage on the VDD_TARGET pin.
Is it normal or something I'm doing wrong?

Table 5 - immediately above that picture you posted - describes the pins in CN4:
Note that VDD_TARGET comes from the application; ie, from your target board - it is not a supply to the target!
