What board and STM32 are you talking about?
What exactly is the error reported?
Can you perhaps use current tools like STM32 Cube Programmer rather than the Utilities?
If it can't find the Target, can you try Connect Under Reset method?

Did it work at some point and then stop?
Make sure to use a quality cable and connect to the right USB connection.
Charging cables are not suitable.
Is Windows seeing the board in Device Manager?
If it worked previously what did you do that might have changed that?
Keep the board off metal or conducting surfaces.

Does sound like you damaged it, but helps to just answer questions
If you can't see the ST-LINK/V3 in Device Manager, good chance you've damaged the STM32F723 or it's power supply.
Pull a schematic for the board, and work your way through the circuit. Not a lot that's particularly user-serviceable, but you could at least check power at various nodes in the circuit, and determine if other parts of the board are viable, or not.

You flashed the board with what?
An ST-LINK firmware update?
An application you built?
