Hello,
What is the VIL(Low Level Input) voltage of the IC M74HC14YTTR provided VCC voltage 3.3V?
The datasheet specifies the VCC voltage levels of 2.0V, 4.5V, 6.0V. We have used the VCC as 3.3V.

Logic gates like the M74HC14YTTR are tested at typical supply voltages that were common at the time the data sheet was created (here 2001). Unfortunately, the limits of VIL in particular deviate more strongly at VCC < 4.5V, so that no official statement can be made. However, if you use the values of VCC = 4.5V for VIL, you should be on the safe side for logic applications.
If you need exact switching thresholds, you should rather use a comparator with a predictable and exact reference voltage.
