st10flasher.lib for new flasher DLL

Does anyone know how to get the st10flasher.lib to the st10flasher.dll of the 2.4B flasher tool? Even our Distributor seems unable to get it.

It is needed to recompile our command line 'frontend' to the DLL. Does somebody have documentation on the flasher DLL? Or code examples how to call it directly from 'C' without the linker lib?
