it depends on the IO pad you are refering too, you have to check first in the datasheet.

But usually :

DDR OR meaning

0 0 floating input

0 1 pull-up input

1 0 open drain output

1 1 push pull output

But first you have to refer to the I/O ports chapter in the datasheet of the product you use.
