the root cause for my problem was, my company policy allowed only EDGE and FIREFOX as web browsers. Because ST uses CHROMIUM under the hood, it was blocked. So, in case you run into similar problems, ask you admin whether CHROMIUM is blocked!

STM32CubeIDE 1.9.0 running on macOS 12.3.1 does not allow to download CPU packages. Clicking on the triangle left to the desired CPU family does not open the package selection. Expand all, the packages appear but can not selected for install
