Can I lock stm32h747 chip by setting RDB level in stm32programmer ? I have seen in the document that setting RDB feature works only in stm32f series.

This is a screenshot of STM32CubeProgrammer which is connected to STM32H747-DIISCO board.
RDP option is available from OB (Option bytes) menu.

You probably mean RDP = Readout Protection?
This function is of course also included in the STM32H7 series - see e.g. in RM0399, section 4.5.3.
Does it answer your question?
