Target not found in STM32CubeIDE.

When I try to write to the STM MCU from STM32cubeIDE, the following error message is displayed and the MCU cannot be recognized.

「Target no device found

Error in initializing ST-LINK device.

Reasn: No device found on target」

 

The following checks have been performed.
・3.3V is input to VDD, VDDA, VBAT, and VREF+.
・Connect 2.2µF capacitors to VCAP1 and VCAP2.
・The BOOT0 pin should be LOW.

 

One is recognized and the other is not. Both use the same components.
The voltage of the recognized one's VCAP is about 1.2V and the voltage of the unrecognized one's VCAP is about 0V.

How can I solve this problem?

Thanks for the reply Michael E.

The STM32 I am using is the STM32F2 series.
It is not an evaluation board but a home-made board.

 

Is the one with 0V on VCAP drawing an excessive amount of current, or none?

No current is flowing in VCAP.
