In the IDE, why do I have to exit and restart the IDE in order to compile everything?

Every once in a while (actually more often than not) I can not get the IDE to compile everything after a CLEAN. It would appear that it doesn't compile anything! Guessing, either the IDE did not remove the files resulting from a compile or the dependency rules are all messed up. However, the fact that I can exit the IDE, re-start the IDE and not do anything but BUILD ALL would indicate the IDE was the one that is performing unexpectedly.
Any idea as to how to fix this?

No, everything should be on the local physical drive. In this case the OS is Win10 and the local physical drive is C.
