Tried both stm32cubeide.exe and stm32cubeidec.exe

Try uninstalling CubeIDE completely, reboot your machine, and then reinstall it.

Sorry? CubeIDE should not need to *run* as administrator.
@retif Try this: rename or delete your workspace directory (c:\users\oleks\stm32cubeide\winding).
Then disconnect from network so that it won't attempt to update at start.
Create a new workspace. Disable any automatic updates on start (in Preferences). Then exit and run again. Will it open?
